The Tom Green County Treasurer is the Chief Custodian of county finance for all of Tom Green County, collecting and accounting for all monies belonging to the County from whatsoever source. As such, theTom Green County Treasurer is officially the County's Banker and has the responsibility of paying, applying, and disbursing county funds, in such a manner as directed by law. County departments that collect monies must turn over all funds daily to the County Treasurer. The Tom Green County Treasurer operates as the Chief Liason between Tom Green County and the County's depository bank. In this capacity, the County Treasurer maintains records of all deposits and withdrawals; reconciles all bank statements; and assures the accuracy and safety of county funds. As the County Investment Officer, the Tom Green County Treasurer is required to submit regular reports on county finance to the Tom Green County Commissioners' Court for inspection and verification. The Treasurer's Office also provides financial research assisitance to the various County Offices. The primary duties of the Tom Green County Treasurer's Office, as with all county offices, is defined by the Texas Local Government Code. Depending on the size of the county, certain duties may be shared by an elected official, while others duties may be partitioned. Dianna Spieker~ "YOUR" Tom Green County Treasurer, 1999 - Present
Dianna Spieker earned a 2003 Best Practice Award presented by the Texas Association of Counites for her outstanding efforts in the planning of Tom Green County Government Week Activities. In 2004, Dianna was awarded another Best Practice Award for creating a HIPAA Procedures and Policy Manual. And in July of 2006, the State Comptroller's Office released a performance review audit, in which Dianna Spieker received 4 commendations. Throughout her tenure as Treasurer, Dianna Spieker has created "Step by Step Manuals" for each position in the office, allowing for easy cross-training of employees. Her innovative ideas help guarantee that Tom Green County remains ahead of the curve, and promise continued efficiency of your county government. Dianna Spieker maintains contact with the State Legislature to ensure she keeps up on current and pending laws affecting the County Treasurer's Office. The implementation of Senate Bill 1873 -Fines and Fee Collection is Dianna Spieker's. Her most recent effort is the addition of the Indigent Health Care Office; which was moved under her direction by Commissioners court effective May 1, 2009. Dianna Spieker is always willing to take on extra duty if it benefits the constituents of Tom Green County. Another endeavor is the Tom Green County RXcard that can save Tom Green County residents money; Spieker brought this program to Commissioners Court for approval and she will roll out this program August 1, 2009. Dianna Spieker attributes the efficiency her offices to her capable and willing staff. "I am fortunate to work with wonderful people, who never say the words 'I can't' or 'not my job', says Spieker.
