INTRODUCTION

DEPARTMENT ORGANIZATION
County Purchasing procedures are governed by Texas statutes. Local Government Code, Chapter 262. These statutes, including interpretations of them made by Texas Courts, are the ultimate authority on the validity of purchasing procedures.
The Purchasing Department is a member of the administrative team of Tom Green County and is made up of the purchasing agent, purchasing assistant, purchasing receptionist/clerk, and county courier.
Johnny Grimaldo, Purchasing Agent, is employed by the Tom Green County Commissioners’ Court and protects the interest of the Tom Green County taxpayers and is responsible for assuring fair and equitable treatment to all vendors without regard to political pressure. The Purchasing Agent is charged with the responsibility of purchasing supplies, materials, and equipment acquired and contracts for all repairs to property and supervises all purchases made on competitive bid.
Mary Adame, Purchasing Assistant, assists the purchasing agent and is responsible for various duties in the day to day operations of the purchasing department. Some of the purchasing assistant’s responsibilities include telephone/copier/vending problem calls, accounts receivable, and the issuance of RFQ’s.
Tammy O’Neil, Purchasing Receptionist/Clerk, handles incoming calls for requisitions, purchase order requests, problem calls, and the many other purchasing related questions asked by both the public and county employees. The clerk also assists the purchasing assistant, as well as the agent, on the day-to-day operations of the purchasing department.
The processing of USPS, express courier, and inter-department mail rests on the county courier; Curtis Williams. The courier also makes spot purchases at various businesses throughout the county and oversees the delivery of items/supplies to the various county offices as well as transfer of surplus items.
